A bill was introduced in the House by Representative Celler (Dem.) of Brooklyn, N. Y., proposing to amend the Immigration Act of 1924, changing the annual quota to 2 per cent of the number of foreign born individuals in the United States of such nationality, to be determined by the census of 1890, with a minimum of 100 aliens.
