Argentina, which now has a population of nine million, must seek to increase its population by way of a larger immigration, according to a government bill on land settlement which is now pending before the Argentine Congress.
According to this Bill the executive authorities are empowered to acquire or expropriate public or private land for use by agricultural settlement undertakings of recognized public utility. For this purpose the Government may sell or lease land, either directly or through the medium of railway companies or private individuals which will be divided into holdings with a view to cultivation. It may make the necessary improvements on such land and establish or promote credit, insurance, cooperation, and any other reform likely to stimulate public or private land settlement.
The proposed funds for carrying out this program are made up of an annual loan of 100,000,000 pesos the yield of mortgages on the expropriated land and the revenue derived from the administration of the Act and the cultivation of State land. A final provision of the Bill lays down that the Government promulgates administrative regulations and set up the necessary authorities for the working of the Act.
