Creation of a Jewish enclave in Palestine, similar to Vatican City in Rome, having the power to grant Jewish citizenship and issue passports to “stateless” persons without the obligation of residence, was urged in the Sunday Times yesterday by Bishop of Norwich, the Rt. Rev. Bertram Pollock. Dr. Pollock suggested that such a concession would be “precious in the eyes of the Jews” and contended that it was necessary to differentiate between a national home and a national state. “This ex gratia concession,” the Bishop said, “would relieve some of the Jews’ disappointment.” The scheme was originally advanced by Lord Rennal during the debate on the British White Paper in the House of Lords last month.
