More than 20,000 persons filled Madison Square Garden here tonight for a Chanukah Festival arranged by the Israel Bond Organization. They bought $4,000,000 worth of Israel bonds. An identical festival will take place next Monday in order to accommodate thousands of additional Israel bond buyers who were unable to gain admission tonight.

The Festival heard U.S. Senator Herbert H. Lehman criticize American policy in the Middle East as “a policy of too little and almost too late.” Mr. Lehman, who called for shipment of U.S. arms to Israel to offset the shipment of Soviet arms to the Arab nations, issued a strong warning against any “Middle East Munich.”

The Festival also heard addresses by Ambassador Abba Eban of Israel and Dr. Israel Goldstein. Mr. Eban said that unless the balance of arms in the Middle East is restored and effective security arrangements are applied it is difficult to expect any progress towards stability or peace.
