The upper house of West Germany’s Parliament today passed an anti-defamation bill, previously approved by the lower house, providing stiff penalties for “instigation of hatred against parts of the population, inciting to violence, slander, defaming part of the population or maliciously making parts of the population contemptuous.”
Under the measure, which amends the penal code, persons guilty of these offenses would be liable to three months’ imprisonment or to fines. The Central Council of Jews in Germany favored the bill when it was brought up in the lower house, the Bundestag, last month.
