Reports in official quarters that immigration quotas for Germany and Poland would be increased today led hundreds of refugees and others with relatives in Europe to besiege the Foreign Ministry, the refugee-aid society and private agencies, seeking permission to bring their kin to Brazil. It was believed that a large proportion of the applications would be granted.
