The State Legislature of Guanabara, which has its capital in this city, held a special session here today dedicated to the celebration of Israel’s 15th anniversary. Sixteen members of the Legislature delivered addresses lauding Israel’s democracy and achievements, all calling for peace between the Arab states and Israel.
Some of the deputies also took the occasion to appeal to the Government of the Soviet Union, asking that emigration from the USSR be permitted to those Russian Jews who wish to settle in Israel.
A surprising intervention daring the session took place when the only Communist members of the Assembly, Sinval Palmeira, told the House: “The spirit of the ancient Hebrew prophets rules in Israel. ” He called upon the Arab countries to hold out “hands of friendship” to Israel and “understand Israel’s problems.” One Conservative deputy told the Communist: “Call upon the Soviet Government to stop persecuting its Jews, ” but Mr. Palmeira ignored that remark.
