Britain is First Nation to Ratify Convention on Human Rights; Ten Ratifications Needed

Britain today became the first nation to ratify the Convention on Human Rights drafted by the Council of Europe, which represents the governments of 15 European countries. The Convention must be ratified by ten of the member nations before it become effective.
