Egypt was prepared to allow oil cargoes to pass through the Suez Canal to the Haifa refineries on conditions acceptable to Israel, according to a report received here today, but Britain refused to go along. The report stated that Britain insisted that the matter has become one of principle and suggested that further postponement of presentation to the United Nations Security Council of its resolution calling for an and to the Suez blockade is undesirable.
