Britain said it was ready to monitor the detention of terrorists arrested by the Palestinian Authority. Wednesday’s announcement was made in an effort to deal with Israel’s distrust of the Palestinian Authority, which Israeli officials repeatedly have accused of maintaining a “revolving door” policy of arresting and then freeing known terrorists.
