Declaring that Britain has done relatively less to solve the refugee problem in Europe than small countries such as Holland and Belgium, the Earl of Lytton proposed today in the House of Lords that a committee of experts be set up under a cabinet minister to study ways of caring for refugees in conjunction with other governments and with the League of Nations. He was seconded by the Archbishop of Canterbury, who declared that more refugees should be admitted to the British Empire and that they should be permitted to settle within it permanently, instead of on a temporary basis as is now allowed.
