British approval of the proposal by Trygve Lie, U.N. Secretary General, that a fact-finding committee on Palestine be set up by the United Nations prior to discussing the Palestine issue at the General Assembly in September, was indicated today by a Foreign Office spokesman.

He said that the composition of the committee is now being discussed, but refused to state the British view on including on the committee representatives of Arab states which are members of the United Nations. He denied that the Palestine issue will be formally handed over to the United Nations within a few days, and hinted that submission to any U.N. body other than the General Assembly is unlikely.

The Empire conference of the Communist Party, at its concluding session last night, adopted a resolution demanding the immediate withdrawal of the British troops from Palestine and the creation there of an independent state guaranteeing equal rights to Jews and Arabs. The resolution emphasized that only an independent Palestine state could decide the question of immigration and charged British “imperialists” with using Zionism to arouse enmity between Jew and Arab.
