A change in the procedure of the League of Nations in handing the complaints of the national minorities whose rights were guaranteed in the international treaties was demanded in a memorandum submitted to the League of Nations on behalf of the Joint Foreign Committee, the body representing Jewish rights abroad.
The memorandum demands that private organizations be given the privilege of directing their petitions on behalf of a minority directly to the League. According to the present procedure a complaint concerning mistreatment or injustice to a minority must be submitted to the Council of the League of Nations through a government other than the one under which the complaining minority lives. The intervening government must be a member of the League.
