The Uruguayan Cabinet, considering the plight of 500 Jewish refugees who arrived here en route to Paraguay to find their visas invalidated, decided today to forbid transit through the country to persons arriving here without valid visas for Paraguay. The Cabinet appointed three ministers to work out definite immigration regulations under the Government’s measures of Dec. 19, 1938. What disposition will be made of the refugees lodged here remains indefinite.
