Maj. Gen. E.L.M. Burns, the United Nations truce supervision chief, told the Tel Aviv Rotary club today that he saw no hope of success in peace negotiations between Israel and the Arab States so long as neither side was prepared to reduce its conditions. He expressed the belief that a referendum, if held on both sides of the demarcation line, would show that the people preferred even the present situation to a state of war.
Meanwhile, UN truce headquarters complained that two UN truce observers investigating the kidnapping of an Israel soldier on the Syrian frontier, came under heavy fire from Syrian positions and were forced to withdraw.
