Walter P. Reuther, president of the C.I.O., today cabled the Histadrut, Israel’s Federation of Labor, congratulations on its decision to affiliate with the International Confederation of Free Trade Unions.
Mr. Reuther was informed by Moshe Bitan, Histadrut’s American representative, that the majority in Histadrut decided at a meeting of the central committee last week to affiliate with the I.C.F.T.U. before the Confederation holds its Congress at Stockholm in July. This decision, Mr. Bitan said, will be confirmed by a special council session of Histadrut early in June. He added that confirmation is assured because Mapai commands a majority in the council.
