The Cabinet resumed discussion today of policies relating to the future of the occupied Arab territories. The discussion lasted three hours and will be continued at a future session but no details were released. Observers here assumed that the so-called “Allon Plan” for partitioning the West Bank into an Arab enclave and a string of Israeli security settlements was formally presented to the Cabinet for the first time. Cabinet secretary Michael Arnon would give no information other than the names of the 10 ministers who participated in today’s discussion. Deputy Prime Minister Yigal Allon was among them as was Foreign Minister Abba Eban.
