United States President John F. Kennedy has proposed to the Arab rulers that 25 percent of the Arab refugees from Palestine be permitted to return to Israel, while some of them be integrated in Arab countries, according to an article in the Cairo newspaper Al Masaa reported here today.
The Cairo newspaper claims that Mr. Kennedy had also proposed that refugees be permitted to emigrate to other countries, including the United States, Canada and Australia. Al Masaa’s report states that Israel’s Prime Minister David Ben-Gurion at first rejected Mr. Kennedy’s proposal, but changed his mind and accepted the Kennedy plan for the solution of the Arab refugee problem.
