A special Parliamentary committee recommended today amendment of the Civil Service Act that would limit the right of the Civil Service Commission to fix qualifications for government jobs so as to prevent establishment of racial or religious qualifications.
The section setting out the Commission’s authority to fix qualifications will be amended according to the committee recommendation, to include the proviso that “in so doing, the Commission shall not discriminate against any person by reason of race, national origin, color or religion.”
The amendment, proposed to the committee by the Canadian Jewish Congress, was made necessary by the fact that the Federal Fair Employment Practices Act was not binding on the Crown.
