In its annual submission to the Government, the All-Canadian Congress of Labor today urged admittance of Jewish refugees in fulfillment of the “moral obligation” created by the Munich pact. “Even if necessary to maintain these immigrants,” the report stated, “the cost would be infinitesimal to what war would have cost.” The report expressed opposition to ransoming of the refugees through trade or financial concessions.
