President Carter’s remark yesterday that Jerusalem was the capital at Israel was short lived. Soon after he made the reference in greeting Rumanian President Nicolae Ceausescu, the White House rushed out a statement saying it was a slip of the tongue It carefully stressed the U.S. position is still that the status of Jerusalem should be decided in a peace settlement between Israel and the Arab states. The White House explained that Carter referred to Jerusalem as Israel’s capital only because Israel contends that Jerusalem is its capital, not as a formal acknowledgment of that city’s status.
