Harold E. Stassen, Director for Mutual Security, announced last night the appointment of Ugo Carusi, former chairman of the Displaced Persons Commission, as deputy to Mrs. Dorothy Houghton, Assistant Director for Mutual Security for Refugees and Migration.
Carusi’s appointment will be effective August 1, when he completes his term of service as United States representative of the United Nations High Commissioner for Refugees. In the interim he is serving as a consultant to Mrs. Houghton. The two will be responsible for the administration of the escapee program which has been transferred from the State Department at the direction of President Eisenhower.
Their responsibilities also will include operating functions with respect to the U.N. International Children’s Emergency Fund, U. N. High Commissioner for Refugees, the Intergovernmental Committee for European Migration, certain refugee programs, relations with voluntary agencies, and the program under which the United States finances ocean freight of voluntary aid packages sent abroad.
