Cement imported by the Palestinians was illicitly sold to Israel for building West Bank settlements, a Palestinian Authority inquiry found. The P.A. investigative committee said Thursday that Egyptian-supplied cement was meant for rebuilding Palestinian homes destroyed in Israeli raids, but instead was resold by at least four West Bank companies.
