The British Union Jack and the Israel flag were raised over the Jewish Agency building here today during ceremonies marking the 32nd anniversary of the issuance of the Balfour Declaration guaranteeing the eventual establishment of a Jewish National Home in Palestine. The Declaration was issued Nov. 2, 1917.
