Indications that Ceylon’s new leftist government regrets having broken off diplomatic relations with Israel last July were brought to light here today. Israeli technical experts who had been aiding that country in various important development projects have all been withdrawn and the Ceylonese government has been unable to get experts from other nations to replace them. According to Dr. Raanan Weiz of the Settlements Study Center in Rehovoth, the predicament was described in a letter he received from R. Donn of the Organization for Economic Cooperation and Development. That agency was instrumental in arranging Israeli technical aid for Ceylon. Mr. Donn wrote that the Ceylonese deputy foreign minister told him his government regretted its decision to cut ties with Israel, Mr. Weiz said.
