The adoption of a flexible system in the selection of immigrants to supplement the present restriction methods is urged in the report of the Immigration Committee of the U.S. Chamber of Commerce. The framers of the report are apparently principally concerned with “bringing the flow from the Nordic countries of Europe up to 3 per cent”.
The Committee advocates that an additional selective quota of two per cent be put into force whereby in addition to those entitled to admission under the three per cent quota, a limited number of selected immigrants may be admitted despite the exhaustion of regular quotas.
