Abba Eban, Israel’s Foreign Minister, said today, after a 40-minute meeting with French Foreign Minister Maurice Couve de Murville, that he had explained here, as he had in the United States, that Israel’s security situation had changed in the past year, necessitating a different Israeli reaction.
The Israeli diplomat said the Israeli action against Jordan on November 13 was not a reaction to “this or that incident” but a “necessary reaction to an entirely new situation,” Informed sources said that the meeting between the two Foreign Ministers was “very friendly, as usual.”
