Cincinnati Seeks Legislation Forbidding Discrimination in Employment

The Cincinnati City Council yesterday received a recommendation for the enactment of an ordinance “forbidding the practice of discrimination in employment against persons solely because of race, color, religious creed, national origin or ancestry.” The recommendation was contained in a report filed by the Mayor’s Friendly Relations Committee after a year-long study requested by the City Council.

The proposed ordinance would apply to employers, employment agencies, labor organizations and others. It would also provide for the establishment of a “fair opportunity commission” with powers for “education, conciliation and negotiation as well as enforcement procedures” where the other measures fail to correct discriminatory practices. However, the committee suggested that the enforcement provisions be “held in abeyance for one year as an adjustment period.”
