Citing expenses involved in protecting its safety, the Norwegian government refused Friday to host an Israeli gymnastics team, according to reports received here. Observers here said that since the Munich massacre Sept. 5, Norway has been reluctant to assume responsibility for the safety of Israeli athletes. Oslo newspapers said the team has asked the Swedish and Swiss governments for approval to tour their countries, but that no answer has yet been received.
