Senator Joseph Clark of Pennsylvania said tonight that a southern filibuster in the Senate would probably block passage of any civil rights legislation this year. But he urged civil rights advocates in Congress to push hard anyway so as to “lay the foundation for a major effort to get a ruling allowing majority cloture against filibusters” in the next session of Congress.
