The Rt. Hon. Leopold H. Amery. Secretary of State in the Baldwin cabinet, who is now on a visit to Canada, addressed the Empire and Canadian Clubs here yesterday on Great Britain’s work in the Middle East. Speaking of Palestine, the former cabinet member declared:

“Palestine presents a difficult problem. We have obliged ourselves to assist the Jews to develop the land and make of it their home, at the same time without prejudice to the Arabs. We intend to stand by the Balfour Declaration. The recent uprisings in Palestine are most regrettable, revolving about the Wailing Wall. There will naturally be an inquiry and the persons responsible for the outbreaks and the tragic murders of innocent people will be punished.

“The differences will eventually be cleared up and there is reason to believe that both Jew and Arab will live amicably there. Religious outbreaks of this nature in the East should not make us pessimists. The religious ardor of the Eastern peoples is extremely warm and it does not require much to set their passions aflame, with consequent revolts and bloodshed,” he declared.
