At the extraordinary session of the Nationalities Council of the Zik, the Central Executive Committee, it was decided that the Comzet, governmental department for settling Jews on land, will henceforth be the sole directing organization in charge of state funds for the entire Jewish settlement change over the Soviet Union.
The Comzet has been empowered to organize districts for settlement purposes, placing its own plenipotentiary representatives everywhere to recruit Jewish settlers.
The Central Executive Committee of Crimea as well as all executive committees, including that of Bureya, is now obliged to take direct part in organizing land funds for those traveling to the settlements. The aim of the decision is to concentrate the whole responsibility for Jewish immigration in one body.
