The American European Reconstruction Foundation of the Joint Distribution Committee and the Jewish Colonization Association held a conference here beginning November 5. Mr. Franz Phillipson presided. Besides the representatives of the Joint: Distribution Committee and the Jewish Colonization Association there were present Mr. Sondheimer of Frankfurt am Main, Senator Scherewsahewsky. Dr. Klumel of Poland and Dr. Rosenbaum of Lithuania.
Reports giving a survey of the situation in the various countries in eastern Europe and the reconstruction work carried on by the various committees were submitted. After a thorough discussion, the conference decided to take measures ## the purpose of strengthening the development of Jewish cooperative organizations in Poland, Lithuania, Latvia, Czechoslovakia, Roumania and the other countries.
“Although the necessity of carrying on this work is recognized, only a part of the funds required can be provided”. Mr. Phillipson declared, “because of the limitation of means the reconstruction fund has at its disposal. For the same financial reasons the Foundation is obliged to limit its work to the cooperative, agricultural and credit organizations. It is also unable, at present, to grant new appropriations for the other societies of a reconstructive character, which are now engaged in repairing the effects of the war, nor are they able to support the trade schools.
