With the Passover seder only one day away, the resolution submitted in Congress last week to use U.S. facilities to send matzoh to Soviet Jews, has still not gone beyond the preliminary parliamentary steps. It is now virtually certain that the resolution will not be adopted in time for action by the Administration had it chosen to act on it.

The delay on this matter was caused by several factors. Some feel that Ohio Democratic Congressman Michael Feighan who submitted the resolution in the House acted too late for completion of the procedure even under the best of circumstances. Moreover, on the Senate side, the legislators were busy debating the civil rights bill deferring most of other legislative actions.
