A Congressman will plead for one minute each day at noon beginning tomorrow in the House of Representatives for a Soviet individual or family barred by the Soviet government from exercising the right to emigrate.
Rep. Elizabeth Holtzman (D.NY), who was reported to have conceived the “Congressional Vigil,” made the first appeal today. The vigil will continue indefinitely. Details will be formally announced tomorrow morning when Rep. Holtzman and four other Democratic and six Republican representatives hold a bipartisan news conference at the Capital.
