Rep. Seymour Halpern, New York Republican, urged ratification of the United Nations Genocide Convention in a speech delivered in the House of Representatives today. He called for passage of a resolution expressing the sense of the House that the United States should ratify the convention “forthwith.”

The New York Republican noted that the treaty has been “closeted” in the Senate Foreign Relations Committee for more than 12 years, declaring: “It is inconceivable that a pact of this nature, so closely attuned to American principles of law and human hustice, has not been approved by the Senate.”
