James G. McDonald, chairman of the Foreign Policy Association of the United States, is the likeliest candidate for the high commissionership for German refugees, to be appointed by the League of Nations. Herbert Hoover, former president of the United States, and Colonel Theodore Roosevelt, former governor general of the Phillipines, are reported to have definitely declined to consider appointment to the office.
The candidacy of Lord Robert Cecil also remains since opinion in
League circles is divided as to whether an American or an Englishman is preferable for the post.
The League secretariat would prefer to see an American get the appointment. This from various viewpoints, they consider to be more advantageous.
A decision on the appointment is possible before the end of this month.
