The Council of Jewish Federations and Welfare Funds, representing 267 Jewish community organizations in this country and Canada, has begun an intensive study of Israel’s current and projected need for voluntary contributions from America”, with the departure for Israel this week of Harold Glass or, director of the Council’s Institute on Overseas Studies.
Glasser has scheduled a three-week period of consultations with Israeli officials, and will bring back information which can clarify the fund-raising program of Council member agencies next year, He returned two months ago from a comprehensive seven-week tour of displaced persons camps in Western Europe, submitting a detailed report to the Council on DP conditions, and making recommendations for improved overseas relief and reconstruction operations.
A major focus of Glasser’s study will be the future relationship between the state of Israel and voluntary agencies outside of Israel. His report will center on the Israeli Government’s plans for meeting its needs through taxation, the development of bond issues and loans, and the contributions and production of the Israeli community itself, Such a report, Council authorities stated, will mark out the responsibilities of American voluntary organizations coordinated with Israel’s own efforts.
