It will be at least three to five years before the United Nations Social, Humanitarian and Cultural Committee can complete work on draft covenants of human rights, Paonan Cheng, delegate of Nationalist China, said today in the committee.
The Chinese delegate said he felt it would be “misleading world public opinion” to give the impression that work on the covenants might be completed earlier. He made his remarks in comment on a proposal by Costa Rica calling on the committee to give the covenants priority next year “with a view to their adoption, if possible.”
