David E. Lilienthal, former chairman of the Tennessee Valley Authority, resigned yesterday as chairman of the Atomic Energy Commission. President Truman said he had accepted Mr. Lilienthal’s resignation “with the utmost regret” and commented that he had served long in “tough pioneering jobs-always under tremendous pressure and often under destructive criticism.”
