Defense Minister Moshe Dayan says he is against a “get tough” policy in the Gaza Strip which disturbs the lives of law-abiding citizens. He admitted, however, that it is hard to avoid restrictions on the innocent in a campaign to stamp out terrorist activities. Dayan said on a television interview that Israel’s policy should be to punish the culprits and leave the peaceful population alone. He said that the introduction of crack border police units to the Gaza Strip two weeks ago did reduce the number of terrorist offenses to some extent. But at the same time, the normal activity of the general population was curtailed, he said.
