The Cabinet was to meet tonight in what sources here said would be a “decisive” debate to work out a Middle East peace policy based on proposals which stem from Foreign Minister Abba Eban’s report on the latest diplomatic situation, including his most recent contacts with Ambassador Gunnar V. Jarring, the United Nations’ special peace emissary to the Middle East. Mr. Eban’s report to the Cabinet earlier this week was referred to a ministerial committee for summing up and proposals. It was learned that during the committee’s first meeting today, some reservations were expressed over the contents of Mr. Eban’s Oct. 8 nine-point peace blueprint address to the UN General Assembly which was alleged in some quarters to have hinted at Israel’s readiness to return certain occupied territories to the Arabs. The reservations were said to have been rejected.
