Defense Minister Yitzhak Rabin has decided not to rule out entirely political conventions and gatherings by Palestinians in the West Bank and Gaza Strip, a Defense Ministry spokesman announced. The spokesman said Rabin would consider each request on its merits and in light of prevailing conditions and circumstances.
