Democratic members of Congress criticized President Bush following reports that the administration may cut financial aid to Israel to protest its West Bank security fence. The Israeli daily Ha’aretz reported that the State Department had proposed that Bush reduce $9 billion in U.S. loan guarantees to match Israeli outlays on the security fence where it deviates from the pre-1967 border.
