The State Department today “categorically” denied that Secretary of State Henry A. Kissinger had urged Israel to speed up negotiations so that he could resume his shuttle diplomacy Aug. 20 on a second Sinai interim accord.

Department spokesman Robert Anderson was asked for comment on a report that Kissinger had sent a message to Israeli Premier Yitzhak Rabin to expedite negotiations now underway with Egypt through Kissinger. “This has no foundation,” Anderson said, replying to a query on the report. “I can deny that report categorically. We are proceeding in these talks at the fastest pace compatible with reasonable success. In other words, we are trying our best to try and move the negotiations along.”
