Deputy Premier Yigael Yadin chaired his first Cabinet meeting Sunday in the absence of Premier Menachem Begin who is in London. An avid pipe smoker, Yadin, unlike Begin, permitted smoking during the two-hour session. Officials said Yadin has moved into Begin’s office for the duration of his absence.
