Diplomatic efforts to end the violence in the Middle East spilled over into a second day as Israel and the Palestinians failed to reach an agreement. President Clinton delayed his departure from the Egyptian resort of Sharm el- Sheik late Monday night amid reports of “animated discussions” that produced no results. Clinton shuttled back and forth between meetings with Israeli Prime Minister Ehud Barak and Palestinian Authority President Yasser Arafat.
