Disagreement Marks Beginning of Russo-roumanian Conference

The first meeting of the Russo-Roumanian Conference was held yesterday under the chairmanship of Austrian Foreign Minister Gruenberger. The purpose of this first meeting was to outline a program for the conference, but ## agreement could be reached because Roumania demanded, as a preliminary to starting the conference, recognition of the present frontier, which includes the retention by Roumania of Bessarabia. Russia, on the other hand, insisted that Bessarania be released by Roumania, claiming that Bessarabia, which is the only door of Russia to the Danube, is of vital necessity to its economic existence.

It is believed in neutral circles that Russia’s purpose in bringing up the Bessarabian question is to obtain compensation for Russia’s economic loss in being deprived of it.

The conference is being followed with great interest in Jewish circles because one of its purposes is to regulate the passage of refugees between the Ukraine and Bessarabia, and to fix points on the Dniestre where passage can legally be made. Many refugees have recently been shot at the frontier in emigrating from the Ukraine to Bessarabia.
