Divergent Views on “havlagah” Voiced at Warsaw Zionist Parleys

Sharply divergent views on how Palestine Jewry should meet Arab terrorism were expressed here last night at two separate Zionist conferences.

Addressing the first conference, Israel Mereminski, a member of the executive committee of the Histadruth, Palestine Jewish Labor Federation, Bitterly assailed the Revisionists for their attitude toward the policy of “Havlagah” (self-restraint) exercised by Palestine Jewry during the Arab rebellion.

While the Palestine Revisionists deny terrorist activities against peaceful Arabs, Mereminski asserted, the Revisionist press in Poland proudly boast that their Palestine comrades are responsible for the terrorism and for breaking the “Havlahah” policy. He said Palestine Jewry alone was capable of deciding the best policy to pursue against terrorism.

The second conference was addressed by Vladimir Jabotinsky, world leader of the New Zionist Organization, who restated the Revisionist attitude toward “Havlahah” and warned of the danger of civil war in Palestine, calling upon Jewish and non-Jewish public opinion to counteract this danger. Mr. Jabotinsky said the time was ripe for the World Zionist Organization to work out a common line of moral influence on the Jewries of Palestine and the rest of the world, as well as on the Mandatory Power. He said the only way to accomplish that was through the medium of a roundtable conference.
