An appeal for chalutzim from Latin American countries to come to Israel and take the lead in cleaning up the Huleh swamp area, building settlements in the Negev and in the rocky areas surrounding Jerusalem was made at a press conference here by Eliahu Dobkin, head of the immigration department of the Jewish Agency in Jerusalem. He urged that all Zionist groups unite in a campaign of aid to Israel.

Addressing a public meeting, Dobkin said that imposition by the United Nations of an international regime over Jerusalem is not acceptable to the Jews. He accused Britain of directing the Arab war effort against Israel and stressed that whatever aid the Jews of Argentina give to Israel is not destined for the use of the Jews of Israel, but for the rapidly increasing number of refuges immigrants coming to its shores.
